The consultants will assist and advise the HPC specifically the HDPA in the preparation and implementation of recommendations, actions and initiatives geared at enhancing urban and transport development in Hanoi. The consultants will cover:

(a) review of relevant policies, planning regulations, institutional structures, approaches, standards and guidelines for urban and transport planning and management;

(b) development of a land use-transport model for Hanoi which will facilitate policy testing;

(c) preparation of feasibility studies and detailed designs for demonstration pilot projects (maximum two projects); and

(d) provision of training and capacity building support.
